The purpose of the study is preparing master plan to support community empowerment on zone development and action plan for accelerating Kakab River basin development plan. The activity is development of 1.000.000 Ha swamp area which handled by Central and District Government of Central Kalimantan Province. The programs consist of strategic sector development programs, strategic zone, and center of structure and infrastructure service system as a guidance of regional development that caused by changing system at study location. The zone development programs are as follows: prepare investment program, development program, financing and priority on construction stage.  Also preparing Action Plan fo Institutional Development.
